Go back and reread that thread. The rxvt packaged with Cygwin is dual mode. It will use W11 (i.e. native Win32 GDI) if DISPLAY is unset, otherwise it will try to contact an X11 server at the given DISPLAY. It does *not* require an X11 server, however, and this is why it is liked by many (at least by me.)
