FORMAT XML This should go to the Cygwin list. You're building in winsup, which is not part of gcc, so this is totally off topic. The answer is that you probably have a missing package, or maybe a non-Cygwin/native version of xmlto in your PATH, but we don't know. Send your cygcheck output as directed in cygwin.com/problems.html.
