It looks that using:

  pdftex -ini   -jobname=pdftex -progname=pdftex -translate-file=cp227.tcx
         pdftex.ini

instead of

  pdftex -ini   -jobname=pdftex -progname=pdftex -translate-file=cp227.tcx
         *pdftex.ini

fixes the problem also for PDFTEX.
