  That's most likely the difference between merely disabling one component of
an application, leaving the remaining ones installed and broken, and properly
uninstalling it.  Perhaps something that hooks into every process in the
system is calling out to the DLA component and waiting for a timeout before it
fails.

  I'll add DLA to the theoretical cygwin-list-of-dodgy-apps.
