If you just want to update manually, just keep hitting "Next>".  If you
want to see what is going to be updated, when you get to the "Select
Packages" screen, change the "View" to "Partial".  See

example, I use the following, run from a cmd.exe batch file in my
Startup folder.

start /wait h:\cygwin\arc\setup.exe -R c:\cygwin -n -q -s
ftp://mirrors.kernel.org -l h:\cygwin\arc 

(I use "start /wait" because I want to be sure that everything is
updated before I run any cygwin scripts.)
