BTW the following should give you tar manpages (requires help2man):

help2man -s 1 -o /usr/share/man/man1/tar.1 tar

for l in $(find /usr/share/locale -name tar.mo | sed -e
's#/usr/share/locale/\(.*\)/LC_MESSAGES/tar.mo#\1#'); do
mkdir -p /usr/share/man/$l/man1;
help2man -s 1 -L $l -o /usr/share/man/$l/man1/tar.1 tar;
if diff -u /usr/share/man/man1/tar.1 /usr/share/man/$l/man1/tar.1
&>/dev/null; then
# no localized help after all
rm /usr/share/man/$l/man1/tar.1;

done

(Exercise: this could be adapted and used in the .cygport file.)
