Hello, i found that rsync, buided as a cygwin application, executes under a NTVDM process (the 16 bit subsystem emulation process of Windows). The Rsync.exe only dependencies are cygwin1.dll and cygpopt-0.dll and it seems that cygpopt-0 is compiled as a 16 bit dll. This is resource consuming especially if you have many instances of the same process (wich is my case). ¿Could be cygpopt-0 compiled as a 32 bit dll?
