Looks like you're running a pretty old Cygwin snapshot:
     Cygwin DLL version info:
         Build date: Thu Nov 30 10:51:28 EST 2006
         Snapshot date: 20061130-10:49:23

Can you either go back to the latest release (1.5.22), or install the 
newest snapshot?
