I tried pressing shift and the key still doesn't reach the shell.

If I do M-x describe-key and and try to enter the command C-/, emacs 
doesn't get the C-/ or C-? keys.  To emacs, it's as if I never pressed them.

Is windows somehow intercepting the keys?  Is the shell not passing the 
keys for some reason?  Is there a way to detect where the breakdown of 
communication exists.
