Not necessarily, you can start cygwin commands from non cygwin shells,
but you have to know what you are doing.

Avoid symlinks, set all the paths as if a cygwin shell would run.
Verify that the commands are working correctly from a cygwin shell
before trying them from a cmd.exe.
