You have to talk to you domain admin.

Cygwin will only look at $HOME.  $HOMEDRIVE is extraneous for Cygwin.

'ssh' can't look at environment variables.  It's a chicken-and-egg thing.
That's why I recommended making changes to your '/etc/passwd' file.  'ssh'
only looks at the home directory mentioned there.
