Yes, my feeling was that it was, since the thread had gone on back in June
and not everyone would remember the details, multiple things had been
proposed and tried, but there was ultimately no solution.  I didn't want to
go back over the same ground.

Hey, that seems to have done it!  Thanks!!  I guess no one ever thought to
propose that last time.

Does this mean setup.exe should be modified to do a rebaseall as the final
step of installation, so fresh installs of Cygwin won't be broken
out-of-the-box?
