If you had services installed via cygrunsrv and they were running, you could stop / start them and call that restarting Cygwin services (a stretch). More correctly, it would just be 'restarting cygwin sshd' or 'restarting cygwin syslog'. And even then, the 'cygwin' moniker in the name is sort of extraneous. If you bought the SSH Communications Security version of the secure shell service, would you say 'restarting SSH Communications Security SSH server service' or just 'sshd'?
