Yes I did. Now your question allowed me to narrow the issue: omnifunc
is indeed bundled but not the bindings to python, ruby, tcl, ... as
the output of :version shows:

[...]  -python  [...]   -ruby  [...]  -tcl  [...]

Could this be added in the official cygwin package?
