My WAGs are that you are either not using the Cygwin ar or that you're
not using Cygwin's gcc (2.95.3 isn't current by any stretch of the
imagination and hasn't been available for download for years with
Cygwin).  If you're using the current Cygwin gcc version, you're
installation is messed up.
