No, it's not compiled into bash.

Reading `man bash` probably answers this question but... what is happening =
every time bash starts is that it executes /etc/profile and every .sh scrip=
t in /etc/profile.d; in the first one you'll find how it creates the $HOME =
directory, I don't think .bashrc is created or copied from anywhere, that o=
ne is the user's responsibility (same for .profile, .bash_profile, etc. whi=
ch on Unix/Linux are created when the user account is created).
