Because gcc 4.x is not quite stable yet on windows platforms.  People
tend to bitch when the included compiler doesn't work, so you can't just
go throwing new versions out there.

But if you want to play with it you can build 4.3 from source yourself
right now.  And if all you're doing is straight C it might even work
fine.  gcj, not so much.
