OK, this shows that you do have cygwin 1.5.21 (the latest version) installed but you are still running 1.5.19. My guess is that you were still running a Cygwin process when you did the upgrade and you forgot to reboot afterwards. Try that and see if it helps. If not, you have some rouge software somewhere on your system that is keeping 1.5.19 for you in c:\cygwin\bin\cygwin1.dll.
