Actually, I believe you were pointed to the man page for both 'cron' and
'crontab'. These will both tell you how to use 'cron' and 'crontab'.
The 'crontab' man page will explain the syntax of 'crontab', which you
specifically asked for. Ditto for the man page of 'cron'. This may not
have been enough for you to solve your problem but it definitely answers
at least some of your questions. It would be wise to make sure you
understand the information you've already been directed to. Doing so
will likely help you phrase any follow-up questions more specifically so
that others may be able to point you to the answers for those as well.

If you're having problems setting up and running 'cron', I would also
direct you to the Cygwin README file for it in '/usr/share/doc/Cygwin'.
This will instruct you on how to configure 'cron'.

There's a wealth of information on overcoming problems using 'cron' in
the email archives. Googling a bit may point you to the solution to the
problem you're seeing now, if none of the above or previous help resolves
it. If that all still isn't enough, I'd recommend any follow-up email to
the list contain a precise description of your intended task and the
problem you're seeing. See <http://cygwin.com/problems.htm> for guidelines
here.
