3.80 does this:

make -f test.make
make: *** No rule to make target `C:/foo', needed by `foo'.  Stop.


3.81 does this:
make -f test.make
test.make:1: *** target pattern contains no `%'. Stop. 

test.make contains:
foo: C:/foo 

So, in 3.80 windows style driver letter : path worked with make.
In 3.81, it no longer does.   Is this expected, can the old
way be brought back?
