There's really no need to cc the list for a package that is not part of
the Cygwin distribution.  Taking this up with the owner at the prescribed

This is expected on Windows given that cyg-apt uses Cygwin's
Python.  Simply put, whatever DLLs and other files that are
necessary to run apt-get will not be upgradeable with the
normal cyg-apt mechanism.  There's no good way around this.
