There is not enough information here to help you.  You need to provide
much more detail.  Start with reading <http://cygwin.com/problems.html>
and provide the requested cygcheck output as an attachment.  
Additionally, the specific cause of the error should be evident in the
end of the config.log file that configure produces.  It will list the
commands that configure is trying to execute, and the result.

It is also always a good idea to include the *exact* command that you
used to invoke the error.  A good mantra is "copy and paste, do not
summarize."  Nobody here can read minds and the only way we can find out
what is wrong is though the details that you provide.
