I have just set-up cygwin (1.5.19-4) on a XP/Pro/SP2 non-domain system and
got the expected:
  Your group is currently "mkpasswd".  This indicates that
  the /etc/passwd (and possibly /etc/group) files should be rebuilt.
  See the man pages for mkpasswd and mkgroup then, for example, run
  mkpasswd -l [-d] > /etc/passwd
  mkgroup  -l [-d] > /etc/group
  Note that the -d switch is necessary for domain users.

When I enter the mkgroup command: 
  $ mkgroup -l
  SYSTEM:S-1-5-18:18:
  None:S-1-5-21-#####-513:513:
  ..etc..

(I assume the group information is OK.)

When I enter the mkpasswd command: 
  $ mkpasswd -l
  SYSTEM:*:18:544:,S-1-5-18::
  Administrators:*:544:544:,S-1-5-32-544::
  mkpasswd (272): [1359] An internal error occurred.
  ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^

My NT login has full admin privileges when I am setting up cygwin and
running the shell.

I believe I need a valid /etc/passwd in order to run ssh.
