Cygwin doesn't have a kernel, because it uses the features of the underlying windows o/s, so there is no direct equivalent to these features. There are no drivers to configure or kernel modules to load or unload for cygwin, so there would be nothing for config to do anyway. I'll reply your other post about how to build the linux kernel on cygwin later; it's a more involved topic.
