It is available in setup.exe, just change the version until you get the one=
 you
want (only one back and one forward (a.k.a. experimental) version is usually
available for most packages).

If it's a released version and Cygwin has nothing to do with these alleged
problems, it would be better to complain to the vim developers, and better =
have
some proof and not just statements as the above.
