Use "run gv ...".

Can't say for sure, because you didn't follow the Cygwin Problem Reporting
Guidelines from <http://cygwin.com/problems.html>.  At a guess, however,
IE started from the shortcut cannot find gv (or cygwin1.dll) because
c:\cygwin\bin is not in the PATH.  Try adding that to the PATH in the
Windows environment, and restarting the machine.

If the above doesn't work for you, please read and follow the guidelines
from the above link.
