That's ok, you can just skip it; if you haven't installed cygrunsrv in the first place, then there's no way you could have cygwin services running under it. So even if you did temporarily install cygrunsrv just to execute the command, it would tell you that you have no cygwin services installed - because you can't have installed any, because you haven't had cygrunsrv with which to install them.
