  The reason it fixed your issue is probably because
SYSTEMROOT is not set in
your cygwin environment, and this causes winsock
failures, which manifest when
telnet (client) tries to look up the well-known port
number for telnet
(service) in the ports database.  So the interesting
question is, what is
going on in your environment?  Is SYSTEMROOT set or
not?  Is it correct or
not?  If that doesn't explain it,
