The 'cygipc' package is obsolete.  cygserver replaces it.  See the User's
Guide for more details on cygserver.

If you simply must have 'cygipc', rerun 'steup.exe' and uncheck "Hide
obsolete and administrative packages" on the package selection page.
The install 'cygipc'.
