Why won't chmod work even after setting CYGWIN properly?

terrence AT perl2 ~/.ssh
$ ls -l
total 9
-rw-r--r-- 1 terrence mkgroup-l-d 1675 Mar 14 10:02 id_rsa
-rw-r--r-- 1 terrence mkgroup-l-d  396 Mar 14 10:02 id_rsa.pub
-rw-r--r-- 1 terrence mkgroup-l-d  733 Mar 13 12:29 known_hosts

terrence AT perl2 ~/.ssh
$ echo $CYGWIN


terrence AT perl2 ~/.ssh
$ export CYGWIN=ntsec

terrence AT perl2 ~/.ssh
$ echo $CYGWIN
ntsec

terrence AT perl2 ~/.ssh
$ chmod -v 600 id_rsa
mode of `id_rsa' changed to 0600 (rw-------)

terrence AT perl2 ~/.ssh
$ ls -l id_rsa
-rw-r--r-- 1 terrence mkgroup-l-d 1675 Mar 14 10:02 id_rsa
