Why should this happen with XEmacs 21.4.19-1 and not with previous or test
releases?

I have reinstaled XEmacs 21.4.18-2 and xemacs is present with its icon in
Start -> Programs -> Cygwin-X -> Editors -> xemacs !


This link points to

"C:\cygwin\bin\run.exe -p /usr/X11R6/bin xemacs -display 127.0.0.1:0.0 "

both with 21.4.18-2 and with 21.4.19-1.
