Errors like "C1083" are not from gcc, so whatever compiler you're using
is not gcc.  It could be a path problem, but who knows -- we'd need more
information from you in order to tell what's going on.

If you're trying to compile a package with a configure script then it
probably requires gcc and not whatever you're trying to use.  It is
normal when using autoconf scripts under Cygwin for the host to be
detected as "i686-pc-cygwin", regardless of the actual CPU type.  That
is not an error, that's just the designated host triplet for Cygwin.
