Huh?  Looks to me like C:\WINNT is behind C:\cygwin\bin to me!
I've not changed PATH - it echoes in bash as:
   $ echo $PATH
   /usr/local/bin:/usr/bin:/bin:/usr/X11R6/bin:/C/WINNT/system32:/C/WINNT:/C/WINNT/System32/Wbem
and, as I demonstrated, the Cygwin kill is found first.
