I've made a new version of the mingw-runtime available for download.

Note:  There are no code changes since the -1 release.  The purpose of
this release is to address the issue of the new Cygwin release
accidentally including some of the mingw-runtime files.

To update your installation, click on the "Install Cygwin now" link on
the http://cygwin.com/ web page.  This downloads setup.exe to your
system.  Then, run setup and answer all of the questions.
