That's actually what I was doing.  The culprit seems to be the
CreateWindowStation change[*] to fhandler_console.cc from
<http://cygwin.com/ml/cygwin-cvs/2006-q1/msg00020.html>.  Removing that
change allowed the sshd service to start.  Unfortunately, it also reverted
to the "missing output from ssh" behavior (Win XP SP1).

Frankly, I'm not sure what the right fix would be in this case, or even
how to debug this...  Any ideas on how I can simulate service startup on
the command line (to allow popping up gdb) would be greatly appreciated.
