When I tried the latest snapshots, I didn't go through all the combinations
- I just found a combination that actually works! Everything downloads and
installs very quickly.
- the latest setup snapshot: setup-2.523.exe
- used C:\Cygwin and C:\Cygwin_localpkg folders
- Norton Antivirus auto-protect disabled
- a different mirror: http://mirror.mcs.anl.gov/cygwin
