Yup, it works perfectly:

$> DIRS='/cygdrive/c/Documents\ and\ Settings/user1
/cygdrive/c/Documents\ and\ Settings/user2'; rsync -n -avz
--exclude=Application* --exclude=Local?Sett* "ice:$DIRS" ./
