Well, withiout attempting to guess, I suggest you follow the 
instructions here:

This will help people in figuring out exactly what is causing the problem.

As for a WAG.. Are you using a computer that is a member of a domain 
perhaps?
This can cause some permission errors..
I'm pretty sure this was causing a problem for me..
Check what ls -l /dev/console outputs...
