I have released version 3.5-1 of the w32api.  The previous release (3.4-1)
contains a broken objbase.h (I didn't realize it when I uploaded it).

The w32api includes headers and libraries required to compile windows
based applications.

To update your installation, click on the "Install Cygwin now" link on the
http://cygwin.com/ web page.  This downloads setup.exe to your system. 
Then, run setup and answer all of the questions.
