WinXP SP2, cygwin 5.19 snapshot

Once I grabbed the latest cygwin snapshot and made sure I had the 
coreutils 5.9xxx, I could finally use stty to set the baud of my 
built-in COM port, but it does not work for my USB serial adaptors. Any 
ideas?
