On my machine I had a ginstall for some reason and I even don't know
anymore where it came from.

As a quick hack, open the file /lib/ruby/1.8/i386-cygwin/rbconfig.rb
and edit the CONFIG["INSTALL"] line accordingly.  If it works, please
report back.  I'll then upload a new ruby release.
