Subject: Does Cygwin support latex ?

Does Cygwin have latex or do I use tex ?

I have an existing project and make file, possibly from Unix, and it uses
latex and latex2html.

I have installed tex but it does not seem to have a tex2html command.

What commands and what packages do I need ?
