Following the thread on the second message you pointed to, it looks like
there was no Cygwin copyright assignment filed for the patch submitter.
Since the patch is substantial, a copyright assignment is required to
integrate the patch (see <http://cygwin.com/contrib.html>).

If someone else writes *another* patch (without looking at the above one),
with correct formatting, submits a copyright assignment, and sends the
patch to the cygwin-patches list, it has a good chance of being
integrated, IMHO[*].
