I've checked in a patch to passwd, which contacts $LOGONSERVER by default.
If that doesn't help, I added a new option:

  $ passwd -d MyServer

or

  $ passwd --logonserver MyServer

MyServer can be written with or without leading \\ and should obviously
be a domain controller or the local machine name.
