I had no idea so had to go look....

Looks like ClamAV but it is (vaguely) possible that I did
it early on when I knew almost nothing about CygWIN or by
installing a pre-Release of ClamAV.

So I am moving it elsewhere on the manpath.
  /usr/local/man 

Apropos works fine -- thank you.
