Yes, it means the program was written for linux and is not portable. 
Things in a "linux" subdirectory of the include directory are going to
contain things that are specific to linux and its kernel, and are not
the kind of things you can just copy over to another system and use.
  
This usually means that the program has only ever been compiled and
tested under linux, or that it requires some feature of the linux
kernel.  If true means you'll have to do some patching or
reimplementation of features to get it working.  There is a small chance
that it just needs some fixes to the configure script in order to detect
the proper includes.

I'm not familiar with this particular program at all.  But it is a bootp
daemon, yes?  Surely there are various implementations of this daemon,
why not try a different one.  Doesn't ISC provide a portable bootp
server?
