I tried to start it the other way...

$ ps -e

It's not there.  Nor could I find the process in task manager.

jlambert AT agamemnon /var/postgresql
$ cat /var/log/postmaster.log

Empty log

jlambert AT agamemnon /var/postgresql
$ psql
psql: could not connect to server: Connection refused
        Is the server running locally and accepting
        connections on Unix domain socket "/tmp/.s.PGSQL.5432"?

Cannot connect either of course.

And my userid is Administrator on this machine.

jlambert AT agamemnon /var/postgresql
$ editrights -u jlambert -l
SeServiceLogonRight
SeBatchLogonRight

Hmmm.
