See line 560 of postgres initdb script.

cp /dev/null "$PGDATA"/postgresql.conf               || exit_nicely

The initdb script is failing with...

cp: cannot stat `/dev/null.exe': No such file or directory

It's there but cp cannot see it...
.
$ lal /dev/null
crw-rw-rw-  1 postgres None 1, 3 Jul 11 08:42 /dev/null
