You changed the login shell for that user.

How did you do that?

There is no "default shell". If you start bash by clicking on the
"Cygwin" icon, you start a batch file that explicitly starts bash.
Modify the batch to start zsh.

/etc/shells lists available shells (for chsh or other utilities). It's
not required.
