The maintainer is Lapo Luchini.  This can be seen from the
announcements:

You would have to ask him why the Cygwin package is a little behind, but
I would imagine it's just because of lack of free time.  That said,
being 3 months behind an upstream release is not really that long of a
time period, especially if people's lives get busy.
