This can be seen from the announcements: <http://marc.theaimsgroup.com/?l=cygwin-announce&w=4&r=1&s=rsync&q=b>. You would have to ask him why the Cygwin package is a little behind, but I would imagine it's just because of lack of free time. That said, being 3 months behind an upstream release is not really that long of a time period, especially if people's lives get busy.
